December has been the coldest in the city since 2000, with forecasts showing little relief as snow, winds, and sub-freezing temperatures persist. High winds and icing risks are anticipated Monday night, especially along the route from Ithaca to Albany, while lake effect snow bands are expected northeast of Ithaca through midweek.
