Audit Finds Major Financial Reporting Failures and Unrecorded Transactions in Cato. A recent state audit revealed substantial lapses in the Town of Cato’s financial management, including missing reports and unrecorded transactions totaling over $1 million from 2022 to mid-2025. The New York State Comptroller’s Office cited incomplete recordkeeping and insufficient oversight after key responsibilities were shifted to a bookkeeper. The audit also found several accounts unreconciled, missing documentation, and unauthorized transactions. Required annual reports were also not filed for several years.
